In the instance that I worked on for a client, I wound up disabling the reading pane entirely to avoid confusion and to allow more room for displaying the title and details of each message in a large font. This has the added benefit of allowing them to quickly delete spam and unwanted mail without having to load the settinggs and assures every time they do want to read a message it is done so explicitly and will appear in the enlarged format.
